Learn the basics you need to be a skilled Torah reader. Understand how the te'amim (tropes) function to help you understand better what you are reading. Master the process of carefully transfering melody to words of the text (where most Torah readers stumble). Prepare a passage of Torah that you can be ready to read in public!
